Rockwall ISD Achieves TEA Financial Management and Reporting System A Rating – Blue Ribbon News

ROCKWALL, TX (November 15, 2022) Rockwall ISD has earned a Superior Passing Rating in the Texas Financial Integrity Rating System, or FIRST, based on data collected and reported in fiscal year 2021, which is the last reporting year.
Since the state launched the FIRST system 20 years ago, Rockwall ISD has earned the highest rating of Superior Achievement every year. The rating is determined by the State using 20 reporting indicators which include successful completion and publication of a financial statement, effective and clear audit of the financial statements by an independent auditor, compliance with debt, payments to the teachers’ pension system, the strength of the District’s financial reserves and a low administrative expense ratio.
The State’s School Financial Accountability Rating System ensures that Texas public schools are held accountable for the quality of their financial management practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum possible allocation for direct instructional purposes.
